Simon Is Ending Free Parking at Houston’s Galleria. Could Your Mall Be Next?
Houston Galleria parking fees begin November 2 at $2, $5 or $25 depending on how long you stay, and Simon has not said why.

Houston Galleria parking fees begin November 2, and the free garage is going away. For years, the routine was simple: park, then shop. Starting that day, Simon Property Group will charge $2 for up to four hours, $5 for four to seven hours and $25 for up to 24 hours, KPRC 2 reports. The $25 rate gets the attention. The $2 charge matters more, because it lands on an ordinary shopping trip. That makes a national question fair to ask: could shoppers at other Simon malls be next? Simon has announced no such plan, and it has not said why Houston is charging.
What Houston Galleria Parking Fees Will Cost
Most visitors will not pay $25. That rate covers a full day, up to 24 hours. A trip under four hours costs $2, and a longer visit of four to seven hours costs $5, according to Fox 26 and ABC13. The reports we reviewed do not say where one tier ends and the next begins. Retailers may offer validation at their own discretion, but Simon has not said which stores will take part or whether shoppers must buy something. Employees will keep free parking in designated areas. Nor do the reports say how drivers will pay or whether a grace period applies.

Who Is Behind Houston Galleria Parking Fees
The Galleria sits in Houston’s Uptown district, and Simon Property Group operates it. Simon is a publicly traded real estate investment trust, listed on the New York Stock Exchange as SPG, with headquarters in Indianapolis. Its 2025 revenue was about $6.36 billion, including $5.84 billion in lease income, Simon reported in February. Those are company-wide totals, not Galleria figures. Simon also says it has invested several hundred million dollars in redeveloping the center, according to a company press release. Simon’s 2025 Form 10-K lists a 50.4% interest in the Galleria, so Simon is not the sole owner. Scale alone does not prove the fees make sense, or that they do not.
Why Add Houston Galleria Parking Fees at All?
Simon’s stated reason is short. A spokesperson described a modern parking system meant to be convenient for guests who shop, dine and visit, Fox 26 reports. That is the whole explanation. Simon has not disclosed what the garages cost to run, what the fees should earn or what the money will fund. The reports we reviewed also do not say who runs the system or what information it collects. So the motives remain open. Parking can earn money, and it can keep non-shoppers out of the garages. But the reporting we reviewed includes no study of who uses the Galleria’s garages, so neither motive has support.
How Houston Galleria Parking Fees Compare
Not every paid space works the same way. The mildest model charges for better spots. Willowbrook Mall in Wayne, New Jersey, began charging for premium spaces near its entrances in August: $2.45 for the first hour, then $2 an hour, capped at $10.45 a day, News 12 reported. Simon’s University Park Village in Fort Worth also tried it, with nine paid front-row spaces at $4 to $10 while the rest of the lot stayed free, WFAA reported. Simon did not respond to WFAA. The Galleria is different, because it prices ordinary garage parking. The closer comparison is Fashion Outlets of Chicago in Rosemont, Illinois. Its owner, Macerich, began charging all drivers in February, with the first hour free. Then, in August, it reversed course. The Daily Herald reported that the mayor said mall statistics showed fewer shoppers after the fees began, and the first three hours are now free. Airports and stadiums have long charged for parking, while many suburban malls used free parking to draw shoppers. One reversal does not predict Houston’s outcome.
What Houston Galleria Parking Fees Could Mean for Shoppers and Stores
Stores compete with online shopping on convenience, and parking is part of that. A fee adds a cost to some trips, but no one has measured what it will do at the Galleria. The possible effects point in different directions. Fees could free up spaces for people who came to shop, and they could discourage drivers who did not. Many shoppers may barely notice $2. Others may shorten trips, go elsewhere or order online. Retailers could soften the cost through validation, though Simon has not said who will. Rosemont shows the risk when fees are steep, because shoppers, businesses and the mayor pushed back within months. But its first paid tier started at $13 for one to three hours, far above the Galleria’s $2. So that result may not carry over.
Who Pays Houston Galleria Parking Fees, and Who Benefits?
Several answers are still missing. Which stores will validate? Is there a grace period for a quick stop? How will drivers pay, and what will the garages earn? Simon has not said. The question that matters most may be the smallest number. A $2 charge changes the habit of walking in without a thought, and that habit is part of what a mall sells. Until November 2, the garage is still free. After that, the only way to learn what that habit was worth is to watch who still comes.
